Sure you can, but if you use the frozen pearl onions, they are usually same sized and same shaped, just adding a better look to the finished dish, but as for flavor, not a great difference if any

yes they can be substituted but remember pearl onions are generally sweet not hot so find like a purple or white sweet onion to fix instead.of like a yellow onion this time of year yellow onions are usually very strong.

Yes... very similar.
The boiling onions may be slightly bigger, but should work well.
