no, as long as you have the proper drying time, if you live where it's warm you could do it now but otherwise it's not a good idea, see the condensation will most likely wash it off, if it's a triple or double pane you've got a chance in the cold weather

of course you can paint your windows, you will need to match the type of paint up with what material the surface you will be painting is and if its metal you'll need to make sure it's not too cold if it's exterior painting your doing any salesperson at the local paint or supply store can point you in the right direction

the paint will come off in time if you are trying to block people from seeing in but still want some light you can use a spray frosting available at most glass stores

It depends one the type of paint,but you can always use a razor type scrapping tool, which will do the job nicely.
