A debit card linked to a bank account can only be issued by the bank.

You can get a PayPal account linked to a bank account in a couple of days.

If you try to take the money out of an ATM, whether from your bank or another's, the withdrawal will be declined if you lack sufficient funds. This is because the ATM network is real-time, and the debit actually checks your balance before it is allowed. Now, if you were to go to some POS (point-of-sale) terminal that takes credit cards and run the card through as credit to pay for a small purchase, that purchase would probably go through. If you tried to get "cash back" at that same POS, it probably would be declined. Cash is king...ATMs spit out cash and the balance is checked each time. .

A gift card is your best bet. However it is not a good idea to use a debit card for online purchases. You have less rights when it comes to refusing a payment and if someone gets ahold of you number they can clean out your checking account and you will have no recourse. When if you have a real credit card you can simply say that it wasn't you and refuse the charges. And your bank account isn't out the money.

Find another bank. Some banks in my location give you a debit card in two weeks after you open up an account.

Just for info not all prepaid debit/gift cards with a Visa/MasterCard symbol are reloadable.

Probably not, however you can purchase prepaid visa and mastercards at many stores. Simply pick a prepay card and you're in business. Works just like any of the other cards, and nobody will know the difference. They are also rechargable.
