What does the recent and not-so-recent history of law enforcement teach us about successfully fighting ethnic criminal gangs? Any "best practices" that should be emulated?

It's best to know the rules of the code of conduct of each gang. They actually do have rules to follow. Each one is slightly different, but you have to know who you're dealing with first. Study up on the tattoo for each gang so you'll know. There are so many different variations , especially the "Vice Lords", that it's hard. An actual set of rules is generally written in code but sometimes you luck up and find someone with it written down. The best way to fight them is to respect each individual no matter who or what they belong to, because most of there rules are based on respect, except where opposing gangs are involved.

all gang bangers need to be placed on a planet so they can kill eachother there is no place on this earth for them
