outlining in a colour is never as crisp as simply outlining it in black. purple is one of the hardest colours to work with because its so dark. im not sure if youre trying to cover it up or update it but if its simply faded any artist can rework it to just how it used to look. adding blue over the top of the purple isnt going to change the colour very much, and again if its that faded then the whole piece will need to be redone anyway or the blue will look really odd compared to the rest..

I think it's going to be one of those situations where some would consider it rude and some not. The best thing to do would be to go to a reputable tattooist and ask them their opinion, if they feel strongly enough that they would not tattoo the exact same design perhaps a compromise could be made by using the design as a basis and adapting it to be personal and specific to yourself. I design tattoos for people myself and whilst some people ask for "just that design", half the fun is creating something brand new and personal for the next person. But of course if you're absolutely head set on that design, if you can get someone to create the outlines for you I doubt many tattooists are likely to argue with the custom.

Here is a picture of a cover up tattoo with a purple going over a darker color.

Without seeing your tattoo or exactly what you want its hard to say but I am sure your local artist can tell you straight away if it will work.

trust me if you go over purple with blue it wont show up you will end up with a very dark almost black, its probably best to shade around it without going over the edges, any tattooist will advise you for free.
