Some amount of ear scratching and head shaking are normal. But if you notice the dog doing it to excess, you could be dealing with one of two things:
1. ear mites
2. yeast infection
No amount of cleaning is going to take care of either one. You will need medication. If it is ear mites you will see evidence of it in the dog's ears - it looks almost like black dirt specks. They offer ear mite medicine over the counter at your pet store or Walmart. (I've never tried it myself, so I don't know well it works). You can also purchase it from your vet, it's not expensive and some vets don't even make you come in for an appointment.
A yeast infection will require medicine from your vet as well - so it's probably best to go ahead and take him.

Since his ears hang down he doesn't get air in there so it stays wet and is a wonderful place for mites, ear infection and so on.
Mix up; 1 part apple cider vinegar (healing agent), 1 part rubbing alcohol (drys up the ear canal), 1 part water (just a dilution). This recipe was given to me by a Vet I used to work for and then when I opened my own shop I used this mixture as a regular ear cleaner.
Fill one ear and massage the base of his ear to where you can hear all the goosing and gushing, then allow dog to shake his head. Repeat with the other ear. This is gonna burn like crazy and you won't get much cooperation from Dudley. He ain't going to like it one bit and you may have to have some help doing this.
I have proved to other Vets how well this works and they started using it in their clinics but they never told owners that it is just a simple concoction.
You should treat him two to three times a day until the condition is gone and then use it about once a week to keep the ear clean.

Try cleaning it out with ear wipes/ear wash, however, if it persists you will need to go the vet: could be a foxtail, mites or an infection that if untreated will blow up like a balloon. If you can get a cone put on his head, his scratching will tear the ear up. Your description of the symptoms are right for an ear infection. Hope it's just the irritation. Cheers.

when you clean your dogs ear and the cotton ball has black stuff on it when you are done there is a chance you dog has ear mites you can go to a vet and ask for some drops you put in your dogs ears.

Poor thing. You know whatever it is is driving him crazy. It could be allergies or an infection. Difficult to know whether it's serious, but if it doesn't go away in a day or so, I'd take him to the vet.

Clean his ears out wit 70% rubbing alcohol on a cotton ball!!

could be a foxtail. anything that is in your dog ear could got infected. and may cause deefness.
