I need a paper translated, what is the best site to do this or can anyone do it for me?

First run a paragraph at a time, which is about the limit, through Altavista or Google translators. Then give the paper to a Spanish speaker to do corrections for you. Don't expect someone to translate the entire paper for you.

I work for a company that hires many Spanish speaking employees and we needed a safety manual. That is the way I did it.

To get an authentically Spanish translation, it is better to use a human. A machine translator will only look up on a word for word basis. However clever it is - even if it does pay attention to context - it still won't apply idioms or more genuine ways of saying things. Translations often tend to be unnecessarily verbose, full of inappropriate cognates and generally messy to work with.

Translating languages remains an area where mankind beats the machine.

Get a fluent or natural Spanish speaker and ask them questions! Lol. You can always visit "en Espanol" answers! (Bottom of the screen) and type a question saying: "Ayudame!" And hopefully someone will help u translate.

Do your spanish homework yourself, don't be so lazy.
