that's really cute of you... and yes it is ok to kiss a girl at dinner.. when you give her the braclet at dinner and she opens it and is looking down at it and loving it you could sneek in and kiss her since she will be looking down and then it will be a great surprise to her to be in a kiss as she is about to look up at you. but what would be better actually is if when you give it to her you then put it on her writst for her and as you scoot in next to her to put it on for her, you put it on gently and slowly and then you look in her eyes and smile and kiss her....

Sit on her side of the table. When you put it on her kiss her hand, her fingers. Slowly bring her hand toward her face and smoothly go from kissing her fingers to kissing her lips.
