I love this picture and do not have a copy of it anywhere.

I accidently dropped the frame and the glass shattered, and is still stuck to the picture.

Use Dental Floss! get a long strand and slide it between the photo and the glass. Go slowly, keep it taut. The benifit is that it will not cut the photo (a risk you run if using a blade of any type)

get a large print tray some distilled water and very carefully put it in a bath without soap and soak it off... this i think is what i would do if i could not get it off any other way ... this method might take off any finnish on the photograph but steaming it will heat the emulsion to much.
Taking a high res scan of the photograph is also a good idea.
Another posible idea just came to mind go to an old fasioned camera store and ask about soaking it in stop bath....

It is perfectly safe to soak a photo. I really think this is the safest way. use room temp distilled or purified water.

remove it, then scan it and let some1 fix it for u on photoshop
then print it back

whatever you may want to try my advice is:
make a HiRes scan of it before!
