no. schools, unless on federal property, are mandated by individual states. as of 2000, just about all 50 states have school safety officers. this is either funded by the regional board or city/county. the feds might assist in monies for these programs but does not stick its beak into everything, contrary to what most people think. there is not only a separation of church & state but also a distinct separation between states & federal govt. against popular thought, the civil war (1861-65) was not fought over slavery but the separation of states' rights over federal mandates. education, while not mentioned in the federal constitution, was given to the individual states to do as they saw fit. the feds run certain programs within the school systems throughout the usa but security & safety programs are unique from state-to-state. why do you ask? looking for free money? i can tell you this with absolute certainty: if you are looking to go to school for safety officers/school security? apply for the job. when accepted, they send you to school but not before. watch the cart & the horse. you'd be surprised what comes first, second, etc.

Judging by the caliber of guards they had at my high school I'm going to say no. Often local PDs provide Resource Officers onsite, but I believe hiring security guards is the school districts responsibilty.
