the " Holy Ghost". This is the only requirement.
The Holy Ghost only comes from God,any one who has this gift is directed by that gift, and can do God's will. Heal.baptize,convert, are only some of these gifts.

We, as believers, are all ordained by God to be ministers ... Anyone can baptize as long as the person being baptized WANTS to be baptized, and also as long as they do it in the name of the Father, and the Son, and the Holy Spirit. I'm thinking John the Baptist wasn't an ordained minister. If he was good enough to Baptize Jesus not being a minister, then it is good enough for me now that I think about it. :)

I've heard Pastor Murray say that they could. The signifigance of the baptism lies in the commitment to Jesus and the spiritual meaning of it. It is a personal thing between the person being baptised and the Lord, the person baptising is just there to help.
