Hun, if you are looking for spells then you are not practicing witchcraft or magic at all, magic is not just a quick-fix you pick up to deal with real life problems you don't want to deal with.
Spells are part of witchcraft and practices of lower magics or indigenous magics, it is not something that simply comes from your imagination, there is a degree of knowledge about the way in which the universe works and how to affect the world around you by using energy.
Someone does not wake up one day a witch, it requires a lot of study and practice, the reason spells work is not down to luck or wishful thinking it is down to the ability of the spell caster to affect the world around them, to bend to their will, without the knowledge and application of that knowledge through practice you cannot successfully perform magic.
The most important part of spell work is that knowledge, half the spell itself is in the construction, being able to apply that knowledge to make changes that are applicable to the situation.
Spells that come from online sites, books or from others are what are known as 'mechanical magic' this is not magic and has about as much worth as going to your room saying random words expecting a poof of smoke and a genie to appear, just because someone says something is a spell does not give the words or actions any magical powers, that power comes from the practitioners knowledge and intent.
Try this yourself, go to your room and say the following;
inkle finkle dooo
Did that do anything?
Did it grant you riches?
Did it bring you love?
No, because they are words, witchcraft is not like it is in TV shows like Charmed, saying words does not make magic happen, you make magic happen.
When a witch is constructing a spell they constantly have their intent in mind and are putting there will into the spell which they are constructing, they are not simply putting a load of objects together that seem to fit what they need.
Even if you were to ignore mechanical magic and construct the spell yourself the chances of anything happening are slim, and for the most part results would be the result of wishful thinking or psychology of hoping really hard – granted this is using will to effect the world around you, but there is no craft in doing this.
Spell work takes a lot of practice and knowledge, without that your acts are just acts with nothing magical about them, no power, so if you are not a witch spells will not do anything real for you.
When it comes to magic many believe that religious-witchcraft does not work as well because it is based within religious beliefs on how the world works than actual knowledge of how the world works.
If you are not Wicca yourself then you do not know the beliefs of Wicca because only those who are initiated into BTW are aware of these beliefs as they are oath-bound, meaning only those initiated are taught them, they are simply not known to people who are not Wicca.
If you do not know the beliefs of a religion, let alone follow the beliefs of a religion, then there is no way for you to know how magic within Wicca works, it's a magic system that is taught during the year and a day and within the degree system within Wicca, and that is the only way to learn magic within the Wiccan system.
Magic is not a quick-fix or something you use to suit you, if you have a real life problem then approach it like a human being rather than looking for what you believe is super-natural powers, if you want someone to stop being mean to you then address the problem in real life rather than looking for make-believe answers.
Have you tried talking to this boy to find out why he is being mean?
What have you done to make him mean to you?
What have you done to make him want to be your friend?
Are you sure he does not want to be your friend and just being mean to get your attention?
Have you considered that you cannot make people like you?
I would advise you learn about Wicca, it is not about spells or magic, it is a priesthood with specific beliefs, practices, doctrines, gods and mysteries, it is initiate-only and oath-bound with a great deal of pride, don't cheapen it by taking it down to the level of playing witch.

This isn't a Wiccan question. This is more aimed toward people who strictly practice witchcraft. Because I'm Wiccan, I can't give you a spell to put on anyone else because that would go against the morals of my religion: harm none. Harm is also seen as controlling someone via a spell.
However, there is a way to prevent him from bugging you. It's called grounding and shielding. To ground, what you do is sit on the ground, preferably outside, and meditate on your breathing until you become relaxed.
After you're relaxed, imagine a stream of pinkish-purple light jetting up from the earth's core. The stream is going to meet at your spinal cord. See the light going up your spine, to the top of your head. Now, imagine that it's filling your body with it's light.
After the light has filled your body, It's time to shield.
Imagine the light expanding passed your skin and out to your personal space. This personal space can be as large as you want it to be. Now, fill this space with the intent of repelling negative energies and influences.
Viola! You're done!
If done correctly and repetitively, it will help a whole lot!

Well the problem is that the kind of spell you are asking for is one that would interfere with personal Will, which a lot of magic practicioners kinda look down on. But anyhow the problem won't really go away with a spell. I was bullied too, and I will tell you the best way to deal with them is to laugh at them. Treat them with contempt. Each time the guy starts in on his routine get a bored look on your face, cross your arms and watch him with a disgusted expression, then when he pauses for breath yawn and go "Are you done yet?" in your best "I have better things to do than put up with this" tone of voice. Bullies, more than anything, hate being laughed at and hate being treated with contempt. Try that. If nothing else get a support network of friends going.
Besides, why would you want to make someone like that your friend?

While you might Want a spell to make someone your friend, you don't need one.
Generally speaking, guys tend to be mean to girls because they lack the social understanding that that is a stupid way to get a girls attention. The next time the guy is mean to you try just turning to him and say something like "Can I help you with something"? Pay attention to him, make eye contact, smile, be firm but not threatening.
Those of us who are dedicated to our religion and our craft do not just give spells out to anyone who asks for them, that is unethical and irresponsible.

However, you can also use magic to aid you in what you're doing. I can't give you a spell to make this person leave you alone, and become your friend, but you should try a protection spell.

Eight words the Wiccan Rede fulfill:
"An it harm none, do as ye will."
What you're suggesting is mucking with someone else's free will, and is a violation of the Rede. And if that's what you think Wicca is, you have A LOT of learning to do.
If you think Wicca is "I can use spells to solve all my problems" - you're wrong.
If you think Wicca is "I can use spells to make people like me or love me or do what I want" - you're wrong.
If you think ALL that Wicca is "I can use spells to..." - you're wrong.
Wicca is about a relationship with the God and Goddess. Not about how you can use magic to screw with other people.
Wicca is about the spiritual path that you walk, not the spells that you cast.
Magic should be the LAST resort. Not the FIRST.
And for you to ask this here and now, when just one day ago you were asking for people to tell you everything that they knew about Wicca because you "might become one" says to me that you're looking at Wicca for all the wrong reasons.

well, because of the law of three (what you send out comes back threefold) you would be safest leaving him alone and just do a protection spell on yourself. :) Hope that helped a bit. You really shouldn't mess with other people, especially when they're unaware that you are.

It is a bad idea to use magick that is specifically geared to manipulate other people, it will blow up in your face, just handle the situation diplomatically. EDIT: Bravo, Tirya, well said.
