New Orleans is still getting back on its feet. There's undoubtedly some prime opportunities in the right area. Then when everythings back to "normal," you're in position for Mardi Gras and a ton of fun and profits.
Names?
Katrina's
Catastrophe
Dizzaster's
Transformations
Lots of possibilities, and you would get to be part of the rebuilding process.
Good Luck!

It should be in a city you know well.
I don't think it is going to be more or less successful depending on the city, but rather depending on the location IN the city... and one must know very well the area to pick that. For bars, just like for homes, the most important things are location, location, location. Being on the right side of the tracks counts!!!
What is more important, the name of the locale must be pleasing to the local crowd: what goes in the north-east will be a flop in Florida or California.
Offer something different, something with an edge. Think about what YOU would like to find in a bar - and put it there. chances are, you are not alone! Think about who should be your crowd, think what would be a name describing them - or you pub TO them.

Chicago or Toronto. Both are cosmopolitan cities with the midwest feel. Less snobbery than an LA bar, but with enough style to support a new business.

Somewhere in Pittsburgh or Philadelphia. Pittsburgh has the highest number of bars per person, and they also have tons of college kids. Plus, you can still smoke indoors, so it would be popular. Call it the Getaway.

Milwaukee: "The Office" or "Dad's Office" (e.g. I'll be working late at the office.)
Pittsburgh, PA: "The Man Hole" (e.g. There are a lot of sanitation guys down that man hole).
