God did this so that we would be encouraged. God cannot lie when he takes an oath or makes a promise. These two things can never be changed. Those of us who have taken refuge in him hold on to the confidence we have been given.

He can't lie when he makes an oath or promise. That's a big difference.

This "prophet" is not necessarily referring to a prophet of God. God himself warns of false prophets who would deceive themselves and many others, and to be deceived doesn't necessarily require a lie, (or for God himself to lie).
