Do you like him like as a bf. If not just explain to him that you like him as a friend more of a brotherly love. If yes than say yes. If it dont work out if you were true friends in the frist place you could go back to being friends again

Be honest with him if you don't want to go out with him. If he is a true friend he will understand and not hold it against you. If he gets upset and dissolves the friendship then you will know how he felt about you as a friend, unless he tells you otherwise.
