When dogs get erect they have large lumps onthe end of their penis that holds themselves inside the female after mateing for up to 30 min it prevents other males from comming and mateing with the female. That is probably what you see when he is excited and gets erect

That is normal for a dog just like a man your pupp has a hard on"LOL" theirs nothing you can realy do get him a hump toy or a female dog.

if it's on his boy parts, I've heard it called "jolly knots" to keep them together after mate-ing.
