I am not sure , but if you are 25 years old and can support this type of endevour then.
Start with taking the friendship a notch at a time higher.
No pain no gain.
I must say do not be disapointed or rejected if it does not pan out.
Get over it in time and try this.

I think u r so serious about this.So coming to the point you will propose her like this,
1)Call him in ur home.
2)Let talk with Ashu for some time.
3)When u have noone in the room where ur talking except Ashu propose her like this,
"Ashu from a long period of day I am loving u but I cant make the strenght to propose u but today I am saying that I love u.Do u love me?"
I am sure that it will have success.

If you truely love her, then don't be scared to say it, but saying "i love you" is too big to just throw around. You have to really mean it.
If so, make her her favorite dinner over a candle, or take her out to her favorite resteraunt. do something nice for her. Make it a memory she'll never forget.Then, just say it...BUT MEAN IT!

You can show you love in many ways etc, communications, emotions, actions. So many choices you have and its not necessary to say I LOVE YOU :)
