What would you think if a woman you work with asked you to come take her out for a couple drinks when she came to town (she lives in a different State).
A couple months ago she said she wanted to be with me but couldn't because she was just out of a relationship, needed some time to her self and she felt too vulnerable to date.

I think she is interested in you, but smart enough to know that starting a relationship on the rebound isn't fair to you.
I would take her out when she comes to terms with her new singlehood...the best is yet to be.
