To be really correct not only the seat should be down but the lid should be down also. However in an all male household you could leave the seat up and no one would care. If you are lucky enough to have a female in the house please put the seat down, that bowl water is really cold on those lady parts.

For shared living quarters-I'm backing the men on this one. Why should we ladies always have the seat down for only our convenience? Why can't men have convenience for once? Just check the seat before you sit down!
Now, if a man in in a woman's house, put the seat back down to be polite. ladies, if you are in a man's house, put it back up.

It should be down. I've had things slip out of my hand by accident and fall into the toilet water cause the seat was up. It's always down now.

Leaving the seat up can result in sleeping on the sofa, or severe groin damage. So put the seat up when you pee and put it down when you are done. And as my mother used to say "If you sprinkle when you tinkle, be a sweetie and wipe the seatie."

Put the seat back down, especially if women will be using it.
But if it's only a men's bathroom, then I guess you could leave it up so the next man won't have to put it up.
