No. The busy signal is an automated response from the telephone company switch. The switch tries to send your call to the person you are calling. If that person is on the phone, the switch detects that the phone is off-hook, and being used. Then, it bounces the call back to an automated 'busy signal'. You are not really connected to the number you have called anymore. You have been re-routed to the phone company's 'busy signal'.
