Has the wall been recently plastered? Was it dry before you started painting?
This happened on my ceiling when using a roller. It was because I had not watered the paint down enough after the ceiling was replastered and applied enough coats.
You will have to rub down the areas where the paint has stuck to the undercoat and pulled it off. You may have to apply a watered down undercoat of emulsion to the walls.

You should always lightly sand or scrap any old paint where it looks like it may peel BEFORE painting. Then use a primer before painting. I use paint and primer in one. Interior/Exterior paint works without having to buy 2 separate gallons.

did you wash the walls with tsp and rinse with hot water before painting. did you let them dry completely for a couple of days before painting? did you prime the walls before you applied the paint? they say 90% of painting is in the prep work. to get the right answer you need to give more info.

if it was fresh paint then it might not have been completely dry
if old paint it could be the wrong base and not adheared to what was behind that
check with your local hardware store to find solutions

the undercoat was put over a different type of paint or you didn`t let it dry,cure, long enough..
