I have 7 Chihuahuas and during the winter I have a spot near my porch that I keep covered with a tarp when they go to potty I remove the tarp and let them gett their pottying done. Some of them usually the males will go into the snow for a bit of nosing and territory checking. Females will usully potty and run back to the warm house. I will allow my Chihuahuas 10 minutes in average cold weather around 30 degrees. If its below zero I do not let them out they have pee pads and newspapers in my bathroom for those times. My dogs range in age of 9 months up to 15 years and it seems the younger ones are less excited about going out when its freezing so thats why I made the extra area indoors.
Good luck ;)

Chihuahuas cannot tolerate cold weather at all! Chihuahuas get cold indoors also and that's one of the reasons you see most of them wearing a sweater, or some type of clothing, most of the time. As far as the pee/poop training, if you do to Google and type in "Crate Training Chihuahua's", they have lot's of information that really helps. Congrats on your new, little baby!

They are not going to like the cold weather. Most short haired dogs don't.

Go to your local pet store and pick up Puppy Wee Wee Pads. Place one by their food and water and also one by the door you want them to go out of. Show them were their wee wee pads are. Have puppy treats ready! If you see them going potty on their pads praise them and give them a treat! If you catch them doing it off of their wee wee pad make a very loud noise and take them right outside or to there wee wee pad. Never shove there face in it or hit them. Just grab their little nose and tell them WRONG! Then once they get the hang of the wee wee pad start moving the one by their food and water towards the door. Also you want to make sure you take them outside when you first get up and 15 min's after they eat or drink.

You also might want to think about buying a crate to put them in when you can not watch them. The crate should only be big enough for them to turn around in, Sit, Stand and lay down. Never put them in there for being bad. You want them to like their crate.

Besides those things make sure they have the proper chew toys. Such as a puppy Kong or Nyla bones. NO rawhide it’s bad for dogs.

You also want to make sure they have water 24/7 (but not in their crates).

Make sure that you have them on a good food as well. Natures Recipe is awesome and they make it for the small breeds. It contains no bad ingredients and cuts down on Shedding, Stool and bad breath. Leading to a long healthy life!

They don't do well when they are in the cold for a long period of time, but going out to go potty is fine. Because he is so small and young try getting him a sweater or coat he can wear to help keep him warm.
