can you turn someone into cps for having a non working heating system and they are heating a small trailer with kerosene heaters?

in the trailer its a 2 bedroom and 4 people living there the kids are 9 6 and a 5 year old who visits her

Do you believe the children are in danger? That is the only thing that should count and that should answer your own question. If they are reported they will not tell them who reported. If it is reported they will check it out and decide if they are in danger. They know better than you or I. I believe in reporting things if I see it first hand better safe that sorry.

I'm not sure what cps is. . . but that keorsene sounds dangerous. Has the fire department checked it out? I don't know that it would be illegal; that might depend on local laws. And the person may have no other source of heat and not be able to afford anything else. It might be a choice between hypothermia and kerosene heating.

You can turn anyone in... Unless there are creating unsafe amounts of CO2, why don't you mind your own business?
