If your web design work is more than a "hobby," then your income is taxable. For instance, I have designed websites for people here and there and I received some money or favors for it. But they were few and far between. If you earned a considerable amount of money from it and you design websites on a regular basis, then your income is taxable.
However, you can also take deductions for expenses during the course of your work. For example, you may be able to deduct travel expenses, mileage, tools, etc. Just make sure you keep a log of your mileage and receipts for everything.
