I don't understand him, he has the dumbest excuses for things and thinks whatever he does is ok (like I'll pick it up later, or because i'm lazy). He thinks it's cute for him to act like a huge jerk(sometime it is when we're fooling around). Whenever I get mad at him he either won't let me talk or acts like I'm being cute.

You need to be able to communicate. Sit him down and have a serious conversation with him. Let him know how you feel.

maybe because he doesn't want to listen to you, and obviously if he doesn't, he's not putting in enough effort into the relationship. ask him if you are important to him, and if he says yes, tell him to listen to you. if he still doesn't listen to you then he isn't worth you.
