Pennsylvania is one of the few states which allows couples to marry themselves. When you apply for your marriage license at the County Court House, ask the Clerk of the Orphans' Court or Prothonatory (those are the people who issue marriage licenses in PA) to issue you a Self-Uniting Marriage License. They can also explain to you how to use this type of license to marry yourselves. I know this because I am a minister and a professional wedding officiant who performs numerous weddings in Pennsylvania.

Call your county clerk's office and see who can legally perform a wedding cerremony in your area - a religious minister, a justice of the peace, a friend ordained on the Internet, etc.
Then ask where it's legal to have a ceremony. You could try a public park, a hall, a religious building, a family member's yard, etc.
You could also have a civil ceremony at town hall, then create your own ceremony where you want and officiated by whoever you want. Since you would be already legally married, it wouldn't matter who officiated it.

Perhaps you could look into renting a local fire hall, reception hall or conference hall at a hotel/resort, or a state park venue for your wedding and reception. At least the park would offer you the outdoors (which, I think, is central to your finance's religion).
The person to officiate the wedding is easier ... ask a justice of the peace or a town judge to preside over the ceremony. They have the authority to wed the two of you, legally, and their fees are relatively small.

If neither of you are Christians, go the the Justice of the Peace or go to the court house. You could have a JP do a ceremony in one of your local parks, I'm sure.

We got married recently and our savior was www.theknot.com it has every answer to every wedding, enagement etc question you can think of in the world. Unitarian ministers will usually perform a wedding for any (or no) faith. They also welcome people of all beliefs into their congregation (the idea is that the congregation is united by values, and not by beliefs). I went to a UU church for awhile, and there were some Wiccans there (and Jewish, and Catholic, and interfaith).

What about in a nice park? How about in Gettysburg? They have allot of nice B & Bs & tours about the civil war there that your guest would probably enjoy. (also ''haunted'' sites lol)
