You need two tuners to be able to watch a program and record another. In this case one is in your cable box, and one in your DVD recorder (your TV may have one as well)

Your cable box provides access to premium/scrambled channels. The TV tuner on your DVD recorder (or your TV) most probably can receive the "free" or unscrambled channels.

So, with an RF splitter feed the cable signal to both the set-top box and the DVD recorder.

If your TV has video out, feed that to your DVD recorder as well.

You obviously can't record and view two different scrambled channels at the same time, but with these connections you should be able to watch and record one scrambled or free and one free. Note that some paid programming has macrovision protection and you can't record it.
