Not an "EU" citizenship, since that does not really exist as such, but, being born in France, you are certainly entitled to French citizenship with the attendant privileges within the EU.
EDIT Where do you live now? If you are living abroad, a best first step would be to ask about it from the nearest consular office to your home. If in France, start at the Mairie of your home town, or the préfécture if living in the département's chief town.
Your father having been here under diplomatic status does not detract from your ability to claim French citizenship by right of your birth soil. Check with Sri Lankan authorities about your ability to retain that nationality, while France generally has no trouble with people with multiple nationalities, other states may not be so open minded, and you might want to know where you're going before you do.

Answer to your question. You can certainly apply, but whether you get citizenship will depend on your birth certificate. If you have a French birth certificate, then you are entitled to be considered a French citizen. If your birth certificate is Sri Lankan, the you would appear to be doomed to live in the dictatorship of your new fuherer, Herr Rajapakse. (Who I noticed last month in the massive hoardings in Colombo is now comparing himself to a legendary Singhalese King!!!!) ......spin doctoring gone crazy. No you cannot apply for EU citizenship as you are a Sri Lankan, who would have been born under the Sri Lankan flag. Your parents being diplomats would be on Sri Lankan soil, even though you are in France.

if you were born in france you should automatically be entitled to french citizenship and a french passport, and therefore you would be a citizen of the EU.

if you were born in france, i presume that you already have EU citizenship by birth. did your parents not apply for french passport for you when you were little or you could apply for french passport with your birth certificate at a french embassy possibly at the embassy in sri lanka. you may contact the french embassy in sri lanka and ask them what are involved.
