In the box where the form asks for the number just write in "card applied for, not received yet." Send it in like that for speedy action.

Don't worry though if you want to wait for the card. You have till mid April to send tax form in so it is not an immediate crisis.

No. You must have a valid social security number for each dependent. If you file without it, the IRS will disallow any credits (Child Tax Credit or EIC).
You can either file your return now without claiming the child, then amend your return once you receive the SS #. Or you can wait until you receive the card and then file. It shouldn't be much longer before you'll get it, but if it is, you can always file for an extension.

The first answer was a good one. Claim the child but don't forget to amend the return prior to April 15. That is 1040X, I believe.

Yes: Social Security is not required to claim children. I was 17 when I got a SSN. Million of us are at lease 15 before we get our SSN.

It is best just to wait until you get it. you should be getting it soon and then do your taxes, but certainly don't mess with amending your return....just wait, that way you have everything on your return that is required and it doesn't put any red flags on your refund and doesn't disallow you of any credits coming to you for that child.
