Yes it's true that all our cells regenerate. Scars remain because the skin cells are altered, they are not the same as the skin elsewhere and so don't know how to regenerate properly. The nature of scars do change slightly over the years, like the colour can fade from red to brown. Tattoos are ink below the skin. The skin cells regenerate around it. I have a friend who has a blue scar where he got stitches and the ink from the stitches stayed below his skin. People are always telling him he has marker on his face.

Many cells in the body are 'post-mitotic' cells. That is, they no longer divide/multiply. Some examples include: neurons, myocytes, and kidney cells. These tissues do not regenerate after an injury (as opposed to other tissues/organs (e.g. skin, bone, liver, etc.) because they cannot generate new cells by mitosis.

A woman is born with all of the eggs that she will ever have in her ovaries. I believe the ova is the largest human cell. I think that she is born with about 400,000 and they just keep dying off if they do not become a mature folicle during ovulation.
