The automatic will downshift on it's own. The manual would lug so bad it would do harm if left on cruise.

Because an automatic has the ability to shift down in the gears, while a manual does not. The manual would keep pushing down on the gas untill the engine blew. The auto would shift down, and apply more power.

My advice (for what it's worth) is keep the cruise control off in hills and mountains. It;s going to maintain the given speed, regardless of engine strain or gas milage.

It does on both. It does this to compensate for the required speed. I drove an automatic jeep Cherokee sport and it does the same thing on a hill.
