a convicted felon on parole or probation can not leave the country.
if the person has completed there sentence and is considered free, they can travel abroad, if they destination they are going to allows them to enter. Canada will not allow a convicted felon into the country w/o a minster's permit issued by the candian government.mexico on the other hand will allow travel. keep in mind also that if in your travels u go through, layover or change of planes etc.,a country that does not allow convicted felons to enter you are confined to the intercontintial portion of the facility and can not leave for a quick looksee outside. effective jan 2008 u will need a passport to leave or return to the usa.
