A portion of it looks dull with minor surface scratches and the rest has the shiny black.

chances are that you're not going to get the look you want with a quick permanent marker fix. A polish might make it look okay for a while, but you'll be re-doing it often. You need to go to Home Depot or Lowes and get black gloss Appliance paint. It is a spray paint that is thick and engineered specifically for appliances. Sand the entire side where the spot is with a strong, high quality sand paper with a medium grit. Wipe with a damp cloth and let dry. Spray the appliance paint on the surface in short, sweeping strokes. Keep the coat light. 3 light coats will look much better than one heavy one.
It should be good as new when you finish. Happy painting!

Rub the instant section around the scratch with very fantastic moist and dry .Then polish with metallic polish(brasso will do).this might convey the present paint to its origional coloration and help eliminate the spray edges later.Spray and allow to dry in one day , then polish back with Brasso. it is an gained skill ! solid success.
