Isn't it supposed to ring?

The phone wont ring when it's turned off. If they've had it turned off for awhile, then the voicemail would be full from all the left messages. It only holds so many. Maybe your friend doesnt even realize that it's turned off. My best advice to you would be to write down all the times you've tried to call, and at what time. Then if the person ever accuses you of not calling, you can show proof. Good luck.

phones dont always ring, but it sounds like this person hasn't checked the voicemail in a while, maybe they no longer use that number and just haven't told you.

phone is most likely off and this person obviously doesn't check their messages.
