No they are not. Panleukopenia is cover by the usual 4 way vaccine and not very common anymore. FeLV is a vaccine all it's own, and still far too common. They are caused by two totally different viruses.

No. FELV, feline leukemia virus is a retrovirus similar to HIV. It is not contagious to humans. It is transmitted cat to cat through bodily fluids. Panleucopaenia is a upper respiratory virus, it is an air borne virus and highly contagious, and frequently fatal.

There are vaccines available to prevent both of these viruses. Your cat should be tested for FELV before being vaccinated. As with HIV in humans they can have the virus and not have symptoms for some time, they would not benefit from vaccination.
