ACDsee is probably the best ..... but its spendy.

However, Picasa by google is very very good ... I have used ACDsee, and prefer picasa because it is faster and uses fewer resources.

It is in the l;inks below, along with some free photo editors.

Adobe Photoshop is the best overall. Its used by graphic artist, video and digital photography professionals and all other creative enthusiasts. It can have a steep learning curve if you've never used it before. Its also very expensive. For the novice something like Photoshop Elements or a software package from Extensis my work better for you.

Adobe Photoshop is one of the best. But for all practical purposes Picasa (of Google) and Irfan View work well; they are freeware.
