I have an Aiptek VGA pencam and outside in the late afternoon, it takes PERFECT quality pictures. However, in my room, at any time of the day, the quality always sucks and has a dark tint. What could I try to fix this?

the cheapest way would be too buy the brightest bulb you can find. (higher watts) Other wise add track lighting or more light fixtures. Or get some lamps.
