i had a friend with the same problem with her cat. how old was she when you got her. usualy this is a sign that she was not with her mother long enough. she may out grow this but if she does not it is nothing to realy worrie about just make sure she dosend damage the tail. there are a few things you can buy to help sooth her plug ins that release hormones to calm her.but they can be expensive and if she goes out side it wont realy help andway. dont worrie about it just watch her .

This is a form of separation anxiety. Most likely your cat was taken from her mother before she was properly weened off. It's not uncommon for this to go from being related to separation from the mother to simply a habit your cat has developed. There is nothing wrong with this -- after all people and cats all have their individual quirks, foibles and eccentricities. It's what makes us individuals in part.
The only harm this might cause is an increase in hairballs, which has become very simple and easy to treat.
I knew a little wisp of a cat named Ophelia that lived in a bookstore in Seattle that would do this -- was one of her more charming traits.

I had a little orange male tabby cat who did this too. Usually they will do this and the "makin' bread" or "kneading" with their paws--on YOU after they've been taken away from the Mommy cat to soon. Personally, I think both actions are really cute.

COULD OF INJURED THE TAIL AND THEY DO CLEAN THEIR TAILS PRETTY OFTEN
