Coming from Sinai refers to the appearance of Moses and rising up from Seir alludes that of Jesus. The prophet who shone forth from Mount Paran could be no other than the Holy Prophet of Arabia, as Paran is the ancient name of the part of Arabia where the children of Ishmael, the ancestors of Hadhrat Muhammad, settled. The Arabic form of the word Paran is Faran or Pharan. Jacut's Geographishes Worterbuch (F. Westenfielt, Leipzig, 1862, Vol. III, P834) says that Faran is a name of Mecca. The word Faran seems to be the Arabic Farran. It means two refugees. It appears that the place took the name from Hager and Ishmaelas, who came there as refugees. Dr. A. Benisch call it in his translation of Pentateuch the desert of Paran.
What unmistakably points to the identity of Hadhrat Muhammad is the phrase: "he came with ten thousands of saints" and "from his right hand went a fiery law for them." At the time of the conquest of Mecca, ten thousand holy men followed at his heels and he was the bearer of the law of the Quran. Hence, the prophecy has been wonderfully fulfilled in the person of Holy Prophet Muhammad, (peace and blessings of God be upon him).

This is a poetic history lesson. Verse 1 shows that Moses began blessing the Israelites before his death, with your quotation. However, another Bible version (The Message) puts it like this:
God came down from Sinai,
He dawned from Seir upon them;
He radiated light from Mount Paran,
Coming with ten thousand holy angels
And tongues of fire
Streaming from his right hand.
Oh, how you love the people,
All his holy ones are palmed in your left hand.
They sit at your feet, honoring your teaching,
The Revelation commanded by Moses,
As the assembly of Jacob's inheritance.

As the leaders and tribes of Israel gathered."
Then he blessed the 12 tribes, one by one. The historic preamble referred to God's laws given on the mountains of Sinai, Seir and Paran. His introduction would certainly command the peoples' attention. It was like a doxology - a pean of praise, giving all the glory to God.

33:1-5 means. Moses, in introducing his blessing (Jacobs gen 49) recounts Gods advancing with his people from Sinai, seir, Edom, and Paran (Sinai peninsula) He came from the midst of..... holy ones (angels) How ever the holy ones in verse 3 refer to Israel, Gods separated people.
My Bible translates it thus:
The Lord came from Sinai, And dawned on the seir, He shone forth from Mount paran and he came from the midst of ten thousand holy ones, At his right hand there was flashing lightning for them.

It was Moses' blessing to the people of Israel before he died.
Yahweh's revelation showing them that they would be taken care of. The ten thousands were the angels with the Lord and the fiery law was the Torah (Moses' Law).

It's simply a praising and symbolic summation of the Exodus.
The Lord was with them throughout the journey, and while with them had Moses teach His law to the Israelites.

when GOD talks to moses HE comes from mount sinai and it is also called as the mountain of GOD and horeb here "he " refers to moses
the people at moses' time were afarid to see GOD face to face but LORD liked moses as he was the most faithful man in all HIS house
