The earliest optical illusion I can think of was in the Greek Parthenon. In order to make the tall columns appear completely symmetrical, they were tapered. There were other optical illusions employed, as well.

Optical illusions on paper, however, were first invented by Oscar Wilde in 1890 from his Picture of Dorian Gray. Optical illusions became a smash hit in Victorian England. Here's the link to that website:
