I am not sure there is medical reasoning behind it, but I know when my kids had bad colds with lots of mucous or a bad tummy with diarrhea or vomiting, that I cut back on the milk for a couple days. It was easier for them to drink clear fluids such as plain water, white grape juice, apple juice, tea, and soft drinks such as Sprite or 7-Up. I don't think milk increased the mucous as much as the clear liquids helped to thin the mucous down. It is important to keep hydrated when sick so let them drink milk if that is what they want instead of water or juice. Popsicles are also good for keeping kids hydrated while sick. Don't worry if they won't eat when they are sick, just make sure they are offered plenty of fluids.

You should avoid cow's milk all the time, not just while they are sick. The fact that you are concerned about mucus supports this.
There are only two reasons which I've found to support humans drinking cow's milk. We have grown up hearing that it's good for us and we've grown accustomed to the taste and texture. Otherwise there is absolutely no nutrition that can not be obtained elsewhere, minus the negatives. Calcium seems to be the major claim for milk. It can be found elsewhere in green vegetables, almonds, and many other sources. Why we continue to drink cow's milk laced with growth hormones, antibiotics, and who knows what else is beyond me.
Since I've given up drinking milk about 5 years ago my health has greatly improved. Fewer allergy problems, asthma and breathing problems greatly reduced, I'm sleeping better, and I have more energy.
Do some research online and decide for yourself.

In a way you should avoid giving milk. It does increase mucus, and it does require alot of sucking the mucus out. In between feeding, give your twins water. That'll help reduce the mucus alittle.

I think any type of dairy will increase mucus. Try replacing it with sugar-free fruit juices until they're better.

I stay away from milk with my 3 year old when he has a cold. From my experience it makes him sound more congested.

Water or Pedialyte is better when they are sick. Milk can upset their tummies.

I think its ok to give them milk, so long as they don't have a fever. a fever would cause the milk to sour on their stomachs.
