i have had this happen before, your cat may have fleas, and when they fleas bite the cat they draw blood.

If no blood is evident on the cat...then check his stool. Ensure no blood in or around the stool. If there is....what you might be finding are blood on the litter that has stuck to his rear. He is sitting on the counter to clean himself after doing his business. Check his backside as well real good to ensure no bleeding.
If no blood on him nor his stool, then look in his mouth. Some cats without knowledge to their owners, will use their owners toothbrush. Specially if it sits out in a holder or cup. Cats love to chew on these to remove stuff from their teeth and just as a gum massage. But the bristles can be rough on a cats delicate mouth and at times cause bleeding.
Like any toothbrush that is wet, if you rub across the bristles it sprays out a fine mist. After the cat has chewed and gotten his gums bleeding, it is then sprayed onto the counter.
If you use clumping litter, it might be nothing more than tiny pieces of litter that were stuck in his toes as he jumped out of the litter box. My cats enjoy coming out of their box and across the toilet...in turn leaving a trail for me to clean up every day.
I see everyone else answered with fleas for most part. Never had a flea issue to know the results.

Several things come to mind.
It's possible that the cat has fleas and the blood could be flea dirt...it will appear black on the cat but will look rusty like blood when it gets wet.
Check his paws and claws to make sure that he doesn't have something stuff in the pads of one of his feet or that he hasn't torn one of his claws.
Check his litter box, if a cat has worms they sometimes have runny, bloody stools.
If he does have worms you MAY see them in the litter box and if it's a tape worm there will be what appears to be rice around the cats anus and on his bedding...this is gross but you may even see them crawling out of the cat.
In any case I think a trip to the Vet is in order.
If it's fleas or worms the Vet can give you something like Frontline to get rid of the fleas and if it's worms he/she will give you pills to get rid of them...on a side note...DO NOT buy any OTC flea or worm medication for your cat it can be deadly to some cats.
Plus if it's not worms or fleas your Vet will be able to run tests or check things out to make sure your kitty is okay.

You are likely seeing "flea dirt", which is actually dried flea excrement the from the blood they sucked from your cat. Examine your cats skin and coat. Are there tiny black/red flecks? That is flea dirt.
He needs a bath. Once clean you will need to use regular flea control, products like Advantage or Frontline, available from your veterinarian, work very well. I am somewhat surprised you are not being bitten by the fleas cause it sounds like your cat and your home has a severe infestation.

It is probably from fleas, try defleaing the cat or getting a droplet treatment that goes behind the cats neck like frontline.

Check his paws for cuts. Also, check his tongue. Could he be licking a razor on the counter? Check his fur. If he has fleas, he will have blood "flea poop" specks in his fur, especially on his tummy.

Congratulations. Your cat is the proud owner of fleas. You'll probably need to flea bomb your house if the cat is inside a lot, too, especially if your ankles start itching. Best of luck.

Does your cat have fleas? Maybe he is scratching himself too much. Have you checked to see if he has any open wounds? Maybe he got hurt some how and has a bleeding wound. Check with your vet.

Take him to the vet. Maybe he has a wound somewhere. Does he have dry skin? Sometimes when they have dry skin, or any kind of itchy skin irritation, they will scratch until they bleed. If this is the case, just use some neosporin on it.

It could possibly be the waste from fleas. Talk to your vet and ask for something for fleas.
