Whatever you get from life at any instance is luck. It could be good or bad. You typing the question suggests that you were lucky enough to post it and me typing in this answers suggests that you are lucky again.
Luck has a lot to do with your own acts as well as your surroundings. These are the two factors that can decide your luck...
When we wish good luck to someone, we are actually conveying him/her a message that may he/she be wise enough to make his/her decisions and may circumstances support him/her....

By luck, I mean those things that affect us that we can't control that are essentially random, ie, not directed at us but just happening by, like a flat tire. Wishing someone good luck means I hope the random things that happen to them are good random things.
