Is this something that is practical ? It would be cooler.

It depends how far underground, and where this housing would be. Close to water sources, and your living room would flood every time it rained. People already live somewhat underground, with finished basements and the like. I think that the lack of sunlight could cause problems with sleep cycles and circadian rhythms, but from a structural view, there is nothing preventing people from living underground. It is certainly possible to build structures underground.

It is already plausible!
There is already such a TOWN somewhere in Australia!
I watched it on Discovery Channel last year.

About 70 percent of Coober Pedy’s 3500 residents live underground( Australia)
While establishing the town diggers found opal which they sold for profit or enlargement of the premises.
Its very cool too for in the australian summers temperature shoot up!

I am aware of several houses that are built particially or mostly in the ground. They are better insulated, but they loose natural lighting in the house.
