First - do something with the tree. Second - if you can access the pipes easily, a local plumber that can do drain cleaning possibly could help. On commercial drain cleaning equipment the heads are changeable. There are heads designed to cut through roots and other things. Getting all the junk out is more of a problem. Some of it will be able to be pulled out, the rest might have to rot or wash out with the rain. Checking the out-flow for a while would be a good idea after having this done. I would not suggest going to the rental store for a commercial machine. I have used them for about 20 years. Experience has saved many potential injuries or damage. They do produce a lot of energy if the cable gets kinked. When the cable unkinks - watch out!
