1955 and it was general sum wun or a nuther.

It was in the 1950's, I believe it was 1952 but cant remember right now, like Yupchagee (side kick) said all the kwans got together and decided to use the name that General Choi Hon Hi proposed. In that same meeting General Choi was granted the honor to be the founder of Tae Kwon Do, since he develope the forms that where going to be used, etc. This is a fact that WTF wants to think did not happen. While yes Tae Kyon and other Koreans art existed since the days of antiquity, Tae Kwon Do as an art was born that day.

Yes it was in the mid 1950s by General Choi. The name was meant to be a single umbrella to encompass the seven major Kwans in Korea.

I think it was sometime in the 1950's, the year escapes me now, the heads of the various Kwans (Schools) met & picked the name. Sources vary on this & some claim that the founder of their Kwan came up with the name. It means "the Way od the Foot & Hand". It was selected because it places enphasis on foot techniques & sounds a little like "Tae Kyun". the original Korean Martial Art.
