Has he tried Neutrogena T-Gel, it works well and so does Tea Tree Shampoo by Paul Mitchell. My husband loves the Tea Tree shampoo, he says it works better on dandruff than any he has tried.

Look for something with "coal tar" as an ingredient. It comes in a smaller bottle that might even be in a box. Sometimes it's in the store with the shampoos and sometimes it will be over by the oil of olay and acne stuff.
Neutrogena T/Gel is good.

Since his head is shaved another thing he can try is baby oil. This is a trick my mom showed me for my second son who had a bad case of "cradle cap". Rub baby oil into his scalp (you don't need to pour it on, just rub it in like you would lotion). Let it sit for a little bit. 10 - 20 minutes I think. Then use a soft bristle brush to brush out the little flakes. You don't really use a brushing motion, you sort of "fluff" them out using quick small strokes.

Is it dandruff or not rinsing out products enough because that will make your hair flakey. And to help balance the Ph vinegar and water (1/2 and 1/2) is really good. You wash and condition your hair and once you've rinsed all of that out pour the mixture on your hair and rinse it out. And no it doen't smell like vinegar afterwards.

you can also try a shampoo/conditioner with tea tree oil in it. aveda also makes a leave in treatment called scalp therapy that works pretty well, and bumble and bumble has a whole shampoo/conditioner/leave-in treatment in their treatment line. i think it's called scalp rebalancing.
