first u join ur son in ncc and make him fit for exams . give more attention in arts subject because it may help in to join in any force

***Read current affairs and GK books. There are lot of books helpful for him( like PRATIYOGA KIRAN).
***Reading newspapers daily.
***Improving communication skills( English vocabulory and grammar).

Let him know the present circumstances in our society. Without having any interest, no one reach their destination. so that first motivate him. Tell the need of an IAS officer to this society. Don't make him as a dependable person on u. Let him think independently, after that u judge whether his decision is correct or not.
for eg: u give him a topic on anything like
what is your openion on the present education system? etc.
Finally, don't put stress on him.
