I found this cage at PetSmart and my question is...
The decription says:Top opening allows your bird on top of the cage to play. Does this mean the top opening is ALWAYS open? Or can you open it and close it whenever? Here is the pic of the cage. READ REVIEWS!!!

I do not see a problem with this cage. The bigger the cage the better, no matter what kind of bird. The option for the top does not mean it will always be open. (Just make sure when you do open it and have your bird there its wings are clipped). My parakeet has an attachment for his cage similar to what this cage does and he loves it. I noticed that the product description did not give any dimensions either. Bar spacing needs to be 1/2 inch or less.
I do think this cage is a little expensive. Check eBay to see if there is a cheaper one. Here is another cage you might want to consider.

Look at the T-10 one not the T-9.
This is another one also:

This one might be better because parakeets fly horazontially not vertically.
This one has the play top on it and its cheaper than the one you were looking at:

I have actually order the T-10 off of ebay for a cheaper price brand new. It was a scratched item. I got it for $30 with shipping. The latch scratched the paint in the box so it couldn't be sold to a customer, but it still works great and it is hardly noticeable.

Yes that is a wonderful cage for a parakeet. It is slightly bigger than normal parakeet cages and allows for more movement and possibly a little flight. The top opening is just a door on top of the cage.

I have that cage for 2 cockatiels. It's a big cage. The Top CAN come off so the bird can come and go as he pleases but you can secure it shut as well. I think it's big for one parakeet but fine if you plan on getting more birds.

Looks good to me. You can open the top when you want your bird to be able to get out and stretch. Only do this if she is tame though or you may not be able to get her back in :) I have gotten several cages for my Cockatiel at Petsmart - highly recommend!

Yes it is a cute cage plenty of room and that is why it is called a door so you can open and shut it as you wish. They need to be locked in at night for sleeping and their safety and when you are not at home. I think it is a wise choice if you want your bird to have freedom at times you can if you want it safe and locked in you can. Best of both with that one.

Parakeets aren't typically birds that you should let loose to "play" on top of their cage. Unless you are going to keep its wings clipped, once the bird is out you may have a really hard time catching it again. Depends how tame it becomes. My experience with parakeets has been that they are extremely shy of people and aren't really too interested in us. they are rather content playing with their toys inside their cage. I would suggest just going with a regular cage that opens from the front.

That is a nice cage! My parakeet's is smaller but i think any bird would love it! lots of space. I let my bird out of his cage every day. He is tame, and naughty. Today he is causing trouble, he is sitting my my keyboard right now chirping, and chewing up some paper.
