start > All programs > Accessories > Paint
Open them in windows paint program. Click on image >stretch skew ( give a number smaller, say 50, 50 in the box front of stretch, Horizontal and vertical) press OK. Then save it as jpeg file with another name so that your original file remains intact. Check the final size of the image after saving. Repeat the procedure with the original image if you want it still smaller or bigger, by reducing or by increasing the stretch value.

It's very simple. You can click on the right button of the mouse and go to edit. After the program for editing the picture will be opened you can find the re-size or compress picture button. In this way you can set the size you want. Hope will help you :-)

The easiest way is to open the picture in "Paint" and then "Save as" a *.gif file.
It does reduce the picture quality a tiny bit but the size does ome down a lot... some of my 1.5 MB pics come down to 160 kb or less

Get http://www.irfanview.com/ is a free image viewer
Open the image via irfanview select image>resize/resample
then on the right side look for the standard dimentions and try using the 640x480 then click the "HALF" button
That should be around the size you need

If you don't need to repeat to often the resizing of pictures you can do it easily wtih http://www.shrinkpictures.com/ , but if multiple resizing needed then it's much confortable to use a small program with some picture editing capabilities like IrfanView: http://www.irfanview.com/ . (Imgage menu -> Resize/Resample or Ctrl + R).

right click on the photo,go to format then choose 'compress'. Or look for 'compress picture' in the Picture tab if you are opening it on Microsoft Office Picture Manager.

you need an image-editing software to change that, like photoshop or jasc paint shop pro, the gheto version of photoshop. if you don't have them, you can go to some graphic sites/forums and just ask somebody to help you.
